Apprenticeship funding rules 2026 to 2027 for providers.
The apprenticeship funding rules set out how providers, employers and the ILR return connect: eligibility, pricing, co-investment, off-the-job training and the funding bands behind each standard. Here is what to check and where the current rules live.
Journey’s funding and ILR software keeps co-investment, pricing and off-the-job data on the learner record the ILR return is built from.
What is confirmed as of 21 September 2026
The Department for Education publishes Funding rules for apprenticeships as a live guidance collection, covering the current and prior funding years. As of this review, funding rules are published for 2026 to 2027, alongside the retained 2025 to 2026 rules for learners who started under them. This article summarises what the document covers structurally; for exact rates, bands and thresholds providers must read the published rules directly, since figures can be revised in-year.
What the funding rules cover
- Eligibility: which learners, employers and providers can access apprenticeship funding, and residency and prior-attainment conditions.
- Pricing and the levy: how a price is agreed and recorded, and how levy and non-levy employers are treated differently, including co-investment.
- Funding bands: the maximum government contribution for each apprenticeship standard.
- Off-the-job training: the minimum requirement and what counts, cross-referenced by our off-the-job training 2026 rules guide.
- Breaks in learning, withdrawals and change of circumstances, and how they affect funding claims.
- Recognition of prior learning (RPL) and how it affects price and duration.
- Provider payment mechanics: how and when payments are made, and the audit and clawback conditions attached to them.
What tends to change between funding years
Funding-year updates typically adjust funding bands for revised or new standards, refine co-investment and levy-transfer mechanics, update the off-the-job training guidance, and tighten audit and evidence expectations following DfE or funding audit findings from the prior year. Providers should not assume last year’s figures still apply without checking the current document, particularly for standards that were reviewed or revised.
What may still be draft, under consultation, or subject to change
Funding rules and bands are periodically revised in-year following government spending decisions and Skills England standard reviews. Where this site references a specific figure, band or date, treat it as accurate at the time of writing and verify it against the live published rules before acting on it — particularly for a standard under active review, or ahead of a government fiscal event that could affect apprenticeship funding more broadly.
How providers should use this page
Treat this page as an index to the funding rules, not a substitute for reading them. Before agreeing a price with an employer, submitting an ILR return, or responding to an DWP funding audit query, check the specific section of the current funding rules that governs the point in question — pricing, off-the-job training, RPL, or breaks in learning each has its own detailed conditions that a summary cannot safely compress.
Finance and compliance teams commonly keep a short internal note of which funding-rules version applied to each learner’s start date, since rules can change between one funding year and the next while a learner’s original terms generally continue to apply to them. Software that keeps price, funding source and start date together on the learner record — rather than in a separate spreadsheet — makes that note easier to maintain accurately across a full caseload.
This page will be reviewed again as the 2026 to 2027 funding year progresses. If a figure or date referenced elsewhere on this site conflicts with the current published rules, the published rules are correct; please let us know so we can update the reference.
Where our own funding and ILR and pricing pages reference funding mechanics for illustration, they are describing how Journey supports the process, not restating the rules themselves; the rules on gov.uk remain the authority for any figure or condition.

Where are the official 2026/27 apprenticeship funding rules published?
On gov.uk, in the DfE’s Funding rules for apprenticeships guidance collection, which covers the current and prior funding years.
Do the funding rules apply to learners who started before the new funding year?
Usually the rules a learner started under continue to apply to them for continuity; the published guidance sets out which rules apply to which cohort. Always check the current document rather than assume.
How often do apprenticeship funding rules change?
The rules are republished at least annually, with funding bands and specific guidance sometimes revised in-year. Provider software and finance teams should check for updates before relying on a previous year’s figures.
