Total cost of ownership is the full cost of selecting, implementing, operating and changing apprenticeship software, not just the published licence price. It can include migration, integrations, configuration, training, support and the staff time required to run parallel systems.
A useful apprenticeship-software TCO review covers the licence and contract model, implementation, migration, data export, integrations, training, support, renewal conditions and the internal staff time required to operate the platform. Compare the same scope for each supplier and confirm commercial terms in writing.
Ask every supplier to price the same learner volumes, modules, implementation responsibilities and support assumptions.
List migration, historical-data access, configuration, integrations, testing, staff training and parallel-running time separately.
Confirm support levels, renewal terms, user or learner-count assumptions, exports and any change-control process before contracting.
Keep the proposal, scope assumptions, source date and decision rationale so the evaluation can be revisited when requirements change.

A meaningful comparison starts with the same scope. Write down learner volume, required workflows, implementation responsibilities, historical data, integrations, support expectations and the decision date. Ask every supplier to respond to that same brief, then record any scope difference before comparing proposals.
Do not treat a supplier website's silence as an answer on price, security, export or support. Ask for the current written proposal and retain the assumptions used for the evaluation.
Include migration discovery, data extraction and validation, configuration, user training, internal project time, integration delivery, parallel running, support changes, renewal terms and future data export. These are not necessarily charges from every supplier; they are categories to confirm for the specific scope you are buying.
