Definition
Journey Intelligence is a tenant- and role-scoped assistant that answers operational questions from permitted Journey records, links back to the evidence used and requires human approval before an optional action is created.
Journey restricts evidence to the user's tenant, role and caseload; treats uploaded content as untrusted; removes unnecessary personal data; shows record citations, confidence and explanation; and records privacy-conscious audit metadata. It cannot silently change regulated records.
Answers link back to the permitted records used so staff can verify the evidence themselves.
The assistant cannot widen a user's normal visibility or cross a tenant boundary.
Uploaded and retrieved content is treated as evidence, never as authority to change tools or permissions.
Optional work-item proposals require a one-time human approval and are recorded in the audit trail.

Journey Intelligence uses the same tenant, permission and caseload boundaries as the rest of the platform. It helps staff understand records and prepare work, but it does not become a second route around controlled funding, safeguarding, employment or learner-status decisions.
